Milling, Flour, and Other Graindiose Issues

Serious question: If "milling" is the process of making flour, is "flour mill" a redundant term? Is the term "windmill," for example, just a derivation of the original meaning?

Next question: What, exactly, is flour? Please don't say "milled grains." :)

BTW, Kansas State University offers a degree in Milling Science.
