I think the larger problem is that a lot of the dishes are labor intensive, so when they make them in large quantities to go on the carts, it's good, but if you order off-hours, you might get something that's been sitting in the walk-in for a while before being cooked/reheated.

It's not traditional Hong Kong style dim sum, but in Rockville (DC's Chinatown) there are several places where you can get a lot of dumplings/small plates during all open hours. A&J, Bob's Shanghai, China Bistro, to name a few.

Check out the Sam Pan Cafe in Franconia.  I think they have dim sum all day and night, everyday and night.  You have to ask for the dim sum menu as it's not included on the regular menu.  The dim sum menu is a little sheet of paper where you mark down the dishes you want with a pencil  Also check out the main menu for potstickers and a couple other things that are not on the dim sum menu
